Kazakhstan issues its biometric international passports through the State Corporation Government for Citizens, the network of Public Service Centers (TsON) that handles applications across the country. The photo captured or submitted there must measure 35 by 45 millimetres, which at print resolution corresponds to roughly 413 by 531 pixels. A neutral facial expression with the mouth closed and eyes open and clearly visible is expected, and the image should be sharp, well lit, and free of shadows or reflections.
The head should occupy the central portion of the frame, with the face taking up approximately 70 to 80 percent of the vertical space between the chin and the top of the head. Kazakhstan requires a plain white or very light background so the biometric system can reliably separate the face from the surroundings. Hats and tinted glasses are not permitted, and everyday spectacles are only acceptable when they do not obscure the eyes or produce glare. Because the passport is read at borders across the Eurasian Economic Union and beyond, consistent framing matters.
